Stakeholders sign agreement to foster peace and stability in Ganassi town

MARAWI CITY, Lanao del Sur, Feb. 29 (PIA) -- Representatives of the various sectors in the municipality of Ganassi has signed a joint memorandum of agreement to support the municipal government in the preservation and maintenance of peace and order to fast-track development in the said town.


The unanimous accord was signed by the all concerned stakeholders at the end of the one-day multi-sectoral peace forum held at the Ganassi municipal gymnasium on Feb. 26, 2012.


The said peace forum was organized by the Ganassi municipal government through the able leadership of Mayor Al-Rashid Macapodi in collaboration with the 51st Infantry Battalion, Philippine Army.


One of the agreements adopted by the multi-stakeholders was the establishment of the Joint Internal Security Task Force that will conduct patrol in crime-prone areas as well as strictly implement total gun ban in the municipality.


They also called on the police and military unit assigned in the area to orchestrate the conduct of intensified operation against all forms of serious criminal activities such as illegal drugs, illegal logging, and illegal fishing.


The multi-sectoral participants further appealed for active prosecutions of any violations of the law and other ordinances.


They also noted that family feud (rido) must not be a hindrance in the mediation and pacification campaign; hence, they support the resolution of family feud as a means of attaining peace.


Lastly, the participants agreed that cleanliness also contributes to a more progressive town, thus, it must be maintained and a solid waste management plan should be adopted and supported. (APB-PIA 10)

People Power ‘tree planting’ revolution conducted in Lanao del Sur

MARAWI CITY, Lanao del Sur, Feb. 25 (PIA) --- A people power ‘tree planting’ revolution was carried out throughout the province today in line with the commemoration of the 26th anniversary of the EDSA People Power Revolution and in support to the National Greening Program of President Benigno S. Aquino III.


It was dubbed as a people power tree planting revolt since all sectors of the society took part in this endeavour of protecting and preserving the environment, Provincial Environment and Natural Resources Officer (PENRO) Cosain Abbas said.


He said the tree planting revolt was conducted simultaneously in the different municipalities in the province this morning, but in Marawi City, the participants started going to the planting site below the historic Sacred Mountain in Barangay Guimba as early as 7:00 a.m.


Abbas said the tree planting activity was a joint effort of the Department of Environment and Natural Resources, Lanao Civil Society, and the academe, as well as, the 103rd Infantry Brigade of the Philippine Army who coordinated with the all local government units in the province and provided transportation to the participants.



He said some 4,000 seedlings of various exotic tree species such as mahogany, falcata, rubber and narra were planted during the activity.

Lake Lanao - Nature’s gift to Mindanao


The first thing that comes to mind when one thinks of Lanao del Sur is the majestic beauty of Lake Lanao, a beauty beyond compare.


Situated right at the heart of Mindanao, Lake Lanao is the second largest freshwater lake in the country with a surface area of 349.4 square kilometer and a mean depth of 60.30 meters, with the deepest part at 112 meters.


It is fed by four major rivers with only one outlet, the Agus River, which flows northward to Iligan Bay via the legendary Maria Cristina Falls and the Linamon Falls.


A treasure trove of biodiversity being home to a rich variety of flora and fauna including many endemic species of fishes and invertebrates, Lake Lanao is also considered as one of the 17 ancient lakes in the world.


Furthermore, two amazing islets which could be wonders of nature can also be found at the deepest part of the lake. “These islets are standing equivalent to 30-storey building standing straight and how they remained there standing after the earthquake in 1955 that sunk some parts of Tugaya town was amazing, if not a miracle,” expressed Engr. Pipalawan Naga of the Save Lake Lanao Movement.


The center of Maranao’s life and source of Mindanao’s electricity


Aside from its magnificent features, Lake Lanao also plays a vital role in the Maranao society. According to Naga, the lake is central to the history, culture, religion, and livelihood of the Maranao people, which literally means “people of the lake.” It serves as a major source of their food and livelihood, as well as, a venue for religious and cultural activities of communities around its shoreline.


Also, mosques are built along its coasts so that washing or purification is readily accessible to those who will be performing prayers.


Lake Lanao is also the source of hydroelectric power in the entire Mindanao serving as a natural reservoir for the National Power Corporation hydro power plants generating roughly 50 percent of Mindanao’s electricity needs, Naga said.


Lake Lanao in danger?


Information gathered by the Philippine Clearing House Mechanism (CHM) for Biodiversity showed that the endemic species in the lake are in danger of extinction due to the long-term effects of the hydroelectric plants on lake levels and introduction of invasive alien species.


The CHM disclosed in its website that a study conducted by the Mindanao State University in 2006 discovered massive algal contamination due mainly to soil erosion from indiscriminate logging in the watershed and extensive land use and farming in the surrounding areas.


Accordingly, environmental impacts of dams, hydrological alterations, diminishing water flow and pollution are among the other factors that contribute to the deterioration of the lake which, in the long run, may affect the food security and livelihood of communities who are dependent on the lake.


Saving Lake Lanao


Naga said Presidential Proclamation 871 was issued in February of 1992 creating the Lake Lanao Watershed Reservation for purposes of protecting, maintaining and improving its forest cover and water yield for hydropower, irrigation, and domestic use.


One month after, Presidential Memorandum Order 421 was also issued that created the Lake Lanao Watershed Protection and Development Council.

Naga said the council is primarily responsible for the formulation of the implementation plan for the protection and management of the Lake Lanao watershed, the procurement and installation of hydraulic monitoring devices, the establishment of a watershed data bank, the conduct of watershed studies and the preparation of policy recommendations. But, the perennial leadership changes in the council made it difficult to implement its mandate, he added.


On the other hand, the enactment of the National Integrated Protected Areas System (NIPAS) Act effectively puts Lake Lanao as an initial component of the NIPAS under the management of Department of Environment and Natural Resources (DENR).


Other initiatives included the signing of memorandum of agreement (MOA) between the provincial government, the DENR in the Autonomous Region in Muslim Mindanao, and the Philippine Environmental Governance Project (EcoGov).


According to Naga, the MOA involved technical assistance on the improvement of the Lake Lanao Watershed management through improved governance consistent with the principles and practices of transparency, accountability, participatory decision-making, and rule of law. He said the technical assistance included a pilot project on forest land-use planning in one of the sub-watershed communities. However, the project was not completed due to the departure of EcoGov but the provincial government is now in the process of completing the project, he further said.


Provincial Governor Mamintal Adiong Jr. said the commitment to environmental issues is among his seven-point agenda to fast-track development in the province. Action undertaken by administration included the conduct of an Integrated Lake Basin Management Seminar-Workshop aimed at achieving sustainable management of the lake and its basins.


Adiong said the Asian Development Bank also designed a project for Integrated Natural Resources and Environmental Management that included the Lake Lanao Watershed. It aims to reverse the trend of forest degradation and proper administration and management of natural resources.


Meanwhile, various government agencies and non-government organizations involved in environmental protection have been continuously conducting advocacy drive to protect Lake Lanao. Various agroforestry projects were undertaken to rehabilitate the lake’s watershed.


Lake Lanao has been proven vital to the environment, economy, and way of life not only of the dwellers of the lake but also the entire Mindanao people. Thus, sustained interventions and support of the stakeholders are needed to rehabilitate the majestic lake.

TESDA Lanao del Sur to hold TVET and Industry forum

MARAWI CITY, Lanao del Sur, Feb. 21 (PIA) -- The Technical Education and Skills Development Authority (TESDA) here is set to conduct a province-wide technical-vocational educational and training (TVET) and industry forum next week.


TESDA Provincial Director Tarhata S. Mapandi said the forum will be held on Monday, Feb. 27, at the social hall of the provincial capitol, Marawi City.


She said the forum, which aims to ensure that the manpower development in the province is consistent with the industry needs will not only gather TESDA-registered technical-vocational institutions but also managers of key industries and national line agencies in the province.


Accordingly, constructive dialogue on the current labor market situation, possible labor demand and manpower requirements of the industries, and advancement of the technical-vocational education will be tackled during the forum.


Mapandi added that TESDA will also unveil its TVET programs and accomplishments during the forum.

ARMM forges partnership with MSU for greening program

MARAWI CITY, Lanao del Sur, Feb. 20 (PIA) -- The Autonomous Region in Muslim Mindanao government has forged a partnership with the Mindanao State University (MSU) to rehabilitate the critical watersheds in the province.


The partnership was formalized last week with the signing of a memorandum of agreement (MoA) between the Department of Environment and Natural Resources (DENR) in the region represented by its Secretary Kahal Kedtag and the MSU administration represented by its President Macapado Muslim.


The MoA involves the establishment of forest tree nurseries and facilities to answer the 500,000 required number of seedlings to cover the 856 hectares of forest land in the province in line with the National Greening Program (NGP) of the government.


A flagship program of President Benigno S. Aquino III, the NGP involves the planting and growing of 1.5 billion seedlings in 1.5 million hectares of public lands nationwide in six years, from 2011 to 2016.


The program also aims to improve water quality in rivers and irrigation for farm lands, reduce the potential for flooding, absorb carbon dioxide out of the atmosphere, and lay the foundation for an expanded wood-products economy.

New ARMM leadership pushes for electoral reforms

MARAWI CITY, Lanao del Sur, Feb. 17 (PIA) – The new leadership of the Autonomous Region in Muslim Mindanao (ARMM) is pushing for electoral reforms through the conduct of general voters’ registration.

The move is supported by civil society organizations (CSO) and the governors of the five (5) provinces comprising the autonomous region – Maguindanao, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi.

ARMM OIC-Governor Mujiv Hataman said this is the first time in the history of the ARMM wherein the regional government, the five (5) provincial governors, and the civil society shared the same position that the conduct of general voters’ registration is the first step in cleaning-up the electoral process in the ARMM.

He said he will be meeting with Commission on Elections (COMELEC) Chairperson Sixto Brilliantes Jr. to present the position of the regional and the five (5) provincial governments.

If the COMELEC will push through with the conduct of the continuing registration in the ARMM which is slated to start on March 5, then we will asked the Commission for a biometric elections come 2013, he further said.

During the recent Lanao del Sur People’s Consultative Assembly, Hataman bared that included in his priority reform agenda for his first 100 days in office is to promote electoral reforms.

He said the ARMM regional government shall advocate for the following reforms, to wit, launch campaign on the nullification of voters book/list, general registration using biometric/ automated registration and voting, conduct of election integrity campaigns thru quad-media, make representation with the COMELEC relative to the clean and honest election in ARMM, and promote elimination/ban of midnight clustering of precincts.

For his part, Lanao del Sur Governor Mamintal Adiong Jr. urged his constituents to support the electoral reforms. He said peace and order in the province can be easily attained when reforms in the electoral process are implemented.

Lanao del Sur gears-up for a tree planting revolution on Feb 25

MARAWI CITY, Lanao del Sur, Feb. 17 (PIA) --- The entire province is getting ready for the historic tree planting revolution slated on February 25.

The tree-planting revolution, which coincides with the commemoration of the 26th anniversary of the EDSA Revolution, is in support to the nationwide program to protect and preserve the environment.

Dr. Mary Joyce Guinto-Sali of the Mindanao State University – Institutional Research and Evaluation Office (MSU-IREO) said the activity aims to contribute to the disaster risk reduction and management initiatives of the province.

It is also designed to help the communities where the seedling will be planted to develop a sense of responsibility, thereby, creating an environment-loving image of the province, she said.

A total of 4,000 seedlings are expected to be planted during the activity where each of the municipalities in the province has been tasked to plant at least 100 seedlings.

The seedlings and other planting materials will be provided by the Department of Environment and Natural Resources (DENR), National Power Corporation (NPC), Lanao del Sur Electric Cooperative (LASURECO), and the various tree growers here.

Other participating agencies to the tree-planting revolution are the Department of Education (DepEd), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), as well as, the local government units (LGUs), Barangay leaders, and Sangguniang Kabataan leaders in the entire province.

The Lanao Civil Society, academe, traditional and religious leaders, and members of the media will also take part in this greening endeavour.

Army official recommends special courts in Lanao del Sur

MARAWI CITY, Lanao del Sur, Feb. 17 (PIA) -- An army official has underscored the need for special courts to improve the security in the province.


The establishment of special courts is one of the recommendations raised by Col. Daniel Lucero, commanding officer of the 103rdInfantry Brigade during the recent Lanao del Sur People’s Consultative Assembly.


Lucero, who presented the updates on peace and security situation in the province, said the fear of local judges and law enforcers on rido (family feud) is one of the major stumbling block in imposing law and order in this part of the country.


The special courts will help insulate our judges from rido, he said.


Although there is a significant improvement in terms of security in the province but more has to be done, he stressed.


Aside from the setting-up of special courts, Lucero also recommended the assignment of a representative from the Department of Justice in the Joint Task Force Ranao.

Stalwart troopers confiscate high-powered firearms in Marawi City

MARAWI CITY, Lanao del Sur, Feb. 16 --- Operatives from the 65th Infantry (Stalwart) Battalion has confiscated an M60 general purpose machine gun and M14 rifle during a recent raid in Barangay Raya Madaya, this city.

The operation was part of the continuing commitment of the Philippine Army to support law enforcement activities in the province, said Colonel Daniel Lucero, commanding officer of the 103rd Infantry Brigade, based in Kampo Ranao, here.

He said the raid also resulted to the apprehension of three (3) gunners operating in the province who are now detained at the Marawi City Jail.

Charges were filed against these individuals and the City Prosecutor has set a bail of P80,000 for each of them, he added.

Further, a KIA Sportage vehicle bearing plate number YBE-705 was also confiscated by the military operatives during the operation. Lucero said the vehicle was used by the arrested individuals in their illegal activity.

Meanwhile, the Brigade Commander underscored the participation of local citizens for the success of the operation.

Its success would not be possible without the help of a concerned constituent who sent a text message to the Brigade hotline reporting the presence of a gun-running syndicate in his neighborhood, he said.

Lucero said this operation is just among the many wherein local citizens have participated by providing useful, timely and accurate information.

Lanao civil society convenes to forge partnership with government


MARAWI CITY, Lanao del Sur, Feb. 15 (PIA) -- More than 300 representatives from the civil society organizations (CSOs) and key government executives converged here on Monday for the first-ever Lanao del Sur People’s Consultative Assembly.


Conducted by the Lanao del Sur People’s Council with the support of the provincial government, the gathering was aimed at mapping-out productive collaboration towards a stronger CSO-government partnership for the development of the province and the Autonomous Region in Muslim Mindanao (ARMM) as a whole.


It was also designed to solicit reactions on the provincial government’s 7-point agenda and the ARMM’s 100-Day Reform Agenda which is anchored on three frameworks namely governance, peace and security, and socioeconomic development.

Provincial Governor Mamintal A. Adiong, Jr. said the gathering marks the start of a more challenged Maranao community in working for a positive transformation.
He said sustainability will be achieved easier with the direct and dynamic involvement of CSOs in planning, decision-making, and implementation citing participatory governance as a common denominator in the success of some advanced nation.


Lanao del Sur is the first province in the autonomous region to convene a partnership with its local government and the regional government.


The provincial governor also expressed optimism for more strengthened civil society participation in local governance, socio-economic programs, infrastructure support, and in the promotion of peace and security.


During the assembly, ARMM-OIC Governor Mujiv Hataman announced the priority agenda of his administration, which focuses on reform measures that involves consultative and open governance, convergence and partnership for socio-economic serve delivery, and coalition building for peace and development.


He also reiterated that the present governance in the ARMM is transparent and participatory in keeping with the “Daang Matuwid” advocacy of President Benigno S. Aquino III.

BIMP-EAGA to pilot ICT literacy program in ARMM

MARAWI CITY, Feb. 6 (PIA) -- The Philippines has identified 30 pilot sites for the computer telecenters in the Autonomous Region for Muslim Mindanao (ARMM).


This after the Information and Communications Technology (ICT) Working Group for the Brunei Darussalam-Indonesia-Malaysia-Philippines–East ASEAN Growth Area (BIMP-EAGA) identified three major projects to be included in the BIMP-EAGA Implementation Blueprint (IB) for 2012-2016.


These include the ICT Rural Outreach Program (iROP), BIMP-EAGA Rink (Submarine Cable), and Intelligent Clearance Identification (iClid), projects anchored on technological advancements highlighted during the Strategic Planning for 2012 chaired by Hajah Airah Haji Abdullah, Acting Director of Communications, Ministry of Communications-Brunei Darussalam.


Each pilot site is expected to have 20 computers.


Brunei, on the other hand, has successfully implemented the program's first phase which includes training courses on e-commerce and the establishment of ICT centers equipped with broadband internet, and other applications.
