Haribon Brigade donates chairs for a Madrasah in Lanao del Sur

MARAWI CITY, Lanao del Sur, Sept 15 (PIA) -- The 133rd Infantry (Haribon) Brigade of the 1st Infantry Division, Philippine Army, here, has donated 45 sets of high quality armchairs for a Madrasah school in Maguing town, this province.

The armchairs were made out of the illegally cut lumber confiscated during the conduct of checkpoint operations along the main highways of the province.

The donation, which took place, last Sept. 9, at the 103rd Bde headquarters, was part of the continuous support of the unit to the local government agencies in the province.

Col. Danilo A. Lucero, Commander of the 103rd Bde, said it is one of the few programs and efforts of the Haribon Brigade and the Army, as a whole, to address the current needs of the Madrasahs and in pursuit of respect to the local culture in the province.

Meanwhile, employees of the Madrasah have expressed appreciation to the men and women of the Brigade for the armchairs.

“I am very glad and thankful that our soldiers under 103rd Infantry Brigade were kind enough to donate a number of armchairs which is really of big help to our Madrasah students,” said Ibrahim Macauday, a native of Maguing town and an employee of the Madrasah.

ARMM assemblymen aspirants forge good governance covenant

MARAWI CITY, Lanao del Sur, Sept. 13 (PIA) -- Aspirants for assemblyman posts in the Autonomous Region in Muslim Mindanao (ARMM) representing the two (2) districts of this province forged a covenant on good governance on Monday, Sept. 12.

The signing took place after the aspirant were given the chance to talk about their platforms during a public forum held at the Dimaporo Gymnasium, inside the Mindanao State University (MSU) in the city.

“By signing the covenant, the aspirants affirmed their commitment and support to the roadmap on good governance in ARMM in the event that they are selected to assume positions in the Regional Legislative Assembly (RLA),”S said Department of Interior and Local Government (DILG) ARMM Secretary Haroun Al-Rashid A. Lucman.

He said the covenant will ensure the introduction of reforms in the region in accordance with the President Aquino’s social contract with the people.

The roadmap to good governance in ARMM, he said, includes pursuing a package of strategic key actions such as cleaning-up of the electoral process, strengthening bureaucratic reforms, ensuring good governance and maximizing the full potentials of the region.

It also includes implementation of development project, accelerating service delivery, and fully engaging people’s organization and civil society organizations in governance, he added.

The good governance covenant was signed by the aspirants during the recently concluded provincial public forum for ARMM RLA applicants.

Held simultaneously in the five (5) provinces of ARMM, the public forum was anchored on the theme ‘Commitment for Reform, Good Governance, Sustainable Development and Lasting Peace.’

The aspirants in the 1st district of the province are Mindanao Human rights Action Center Deputy Executive Director Rasol Mitmug, Jr., incumbent assemblyman Ziaur-Rahman Adiong, Lawyer Majul Gandamra, Acting Provincial Assessor Gonaranao Mapandi and Lawyer Aquil Ismael.

Labor Arbiter Aliman Mangandog, Al-Amanah Islamic Bank Board of Director Samira Gutoc, Agrarian Reform Program Technologist Yasir Naga, Norkhalila Mae Mambuay-Campong, Jaylani Alonto, former Ditsaan-Ramain town Vice-Mayor Johari Macarampat, and DOH-ARMM Undersecretary Janimah Pandi.

Aspirants in the 2nd district are: Incumbent Assemblyman Yasser Balindong, Mcmillan Lucman, Madraop Pamaloy, Lawyer Zahrain Bantao, Architect Benjamin Tamanbo-Marohombsar, Iincumbent Assemblyman Alexander Menor, Sittie Norhanie Hamdag-Lao, Jamael Balt, Allan Pagrangan, Ibra Macapanton, Saaduddin Alauya Jr., and Hamdan Tolawidan Dimaporo.

Lanao Sur applicants for OIC-assemblymen in ARMM present legislative agenda

MARAWI CITY, Lanao del Sur, Sept. 13 (PIA) --- Aspirants to the officer-in-charge (OIC) positions in the Regional Legislative Assembly (RLA) of the Autonomous Region in Muslim Mindanao (ARMM) have successfully demonstrated their respective qualifications, capabilities, and platforms to improve the region.

The twenty-four (24) applicants from the province presented their legislative agenda for the autonomous region, as well as, their proposed amendments to Republic Act 9054 in a public forum conducted, yesterday, by the Department of Interior and Local Government (DILG) at the Dimaporo Gymnasium of the Mindanao State University (MSU), here.

During the forum, the applicants were given five (5) minutes to present their qualifications and their platforms for the development of the region followed by a ‘Question and Answer’ portion with the panelists and the audience.

The following members of the panel who grilled the aspirants were representatives of various sectors:

Rashid Pandi, Education, Samanuding Sansarona, Media, Dr. Guimba Poingan, Public Institution, Dr. Alinader Minalang, Government, Dr. Dipsy Maruhom, Women, Balindong Town Mayor Raysalam Mangondato, Local Government Unit, Atty. Alizedney Ditucalan, Legal Profession, Abulkhair Alibasa, Non-Government Organization, and Mohammad Faisal Pangadapun, Youth.

In general, the aspirants expressed consensus in supporting the peace process and looking into the full implementation of the RA 9054 or the Organic Act Of ARMM, devolution of powers and services to the regional government, financial autonomy, equal sharing of power and wealth between the autonomous region and the national government.

Their platforms include crafting of a comprehensive development agenda, increasing budget, enhancing community participation through sectoral participation with proper monitoring and feedback mechanism, strengthening the Madaris education, adopting a regional reconciliation and unification commission, cleansing the election process in the region, improving basic service delivery, ensuring transparency, and curbing corruption, among others.

They also discussed their stand on issues related to peace and order, human rights, health, education and agriculture.

Held simultaneously in the five (5) provinces of the ARMM, the forum formed part of the activities of the Screening Committee to ensure the smooth, orderly, and equitable implementation of its mandate to screen and recommend the most suitable persons for the OIC positions in the ARMM.

The Screening Committee, who will be selecting three (3) RLA aspirants for each of the two districts of the province, was created by virtue of Executive Order 51 after the President signed into law Republic Act 10153 postponing the ARMM elections and synchronizing it with the May 2013 national and local elections.

The law also empowers President Aquino to name OICs who will serve for 21 months starting the end of term of office of incumbent ARMM officials on Sept. 30.

24 Lanao Sur candidates to the ARMM Legislative Assembly to present platforms

MARAWI CITY, Lanao del Sur, Sept. 12 (PIA) – At least 24 candidates for assemblymen from Lanao del Sur’s two (2) congressional districts to the Regional Legislative Assembly (RLA) in the Autonomous Region of Muslim Mindanao (ARMM) took turns to talk about their platforms in today’s public forum organized by the Department of Interior and Local Government (DILG).

Shortlisted from 64 aspirants, only three (3) candidates, from each of the districts will serve the remaining 21 months of office of the members of the RLA.

Given five (5) minutes, each, the candidates to introduced themselves and discussed their proposed platforms, after which they were asked to elaborate on some issues and concerns by the panelist whose name they handpicked from a box.

The candidates, their backgrounds and the sectors they represent are as follows: Lanao del Sur-1st District – Atty. Rasol Mitmug, Jr., Youth, Ziaur-Rahman Adiong, incumbent, Atty. Majul Gandamra, Political, Gonarano Mapandi, Academe, Atty. Aquil Ismael, and Atty. Aliman Mangandog.

Samira Gutoc, Women, Yasir Pangadapun Naga, LP, Jaylani Alonto, Professional, Johari Macarampat and Dr. Manimah D. Pandi and Norkhalila Mambuay-Campong, Youth, who was in Sweden and who presented her platform by phone patch.

It’s all systems go for candidates to campaign for OIC-ARMM posts

MARAWI CITY, Lanao del Sur, Sept. 11 (PIA) -- It’s all systems go for applicants to the officer-in-charge (OIC) positions in the two congressional districts of the province under the Autonomous Region in Muslim Mindanao (ARMM) to present themselves to their constituents.

This, as the Lanao del Sur Provincial Office of the Department of Interior and Local Government (DILG) is set to hold a public forum, tomorrow, Sept. 12, for all the candidates to the various positions in the province that needed to be filled up in an OIC capacity.

To be held at the Dimaporo Gym, inside the Mindanao State University (MSU), this city, the forum will give each applicant, a chance to present their agenda, that is:

For local governance programs for applicants to the OIC Regional Governor and Vice-Governor positions and legislative agenda for those interested of the Regional Legislative Assembly (RLA) positions.

It will also allow people in ARMM to have a glimpse of the character, perspective and priorities of the said applicants/nominees, as well, as obtain their commitment for reforms in the region.

President Benigno S. Aquino III will be appointing OICs for regional governor, regional vice governor, and 24 members of the RLA, with six members, each, for Lanao del Sur, Maguindanao, and Sulu, and three members, each, for Basilan and Tawi-tawi.

Meanwhile, similar public fora have been scheduled by DILG, from Sept. 12-15, in other areas of ARMM to require the candidates to enunciate their respective plans and programs, as well as, positions on various issues affecting the region.

A simultaneous provincial public forum will be conducted tomorrow, in the other four provinces of the region, namely: Maguindanao, Sulu, Tawi-tawi, and Basilan.

The venues for these activities are: Shariff Kabunsuan Complex in Cotabato City for the two (2) districts of Maguindanao, Patikul town for the two (2) districts of Sulu, Jaafar Convention Hall inside MSU-Bongao campus in Tawi-tawi province, and Basilan State College in Isabela City, province of Basilan.

Similarly, fora will also be held at Office of the Regional Governor (ORG) Complex in Cotabato City and Ateneo de Zamboanga University on September 13 and 15, respectively.

Press conferences are also slated, as part of the activities, to provide information to the media relative to the on-going screening of candidates and the result of the provincial fora.

The DILG, meanwhile, is inviting members of the media to provide coverage to said events as recognition of their important roles in elevating public awareness and gaining public trust in the process of selecting the officers-in-charge (OICs) for the ARMM government.

He said the fora will allow people in ARMM to have a glimpse of the character, perspective and priorities of the said nominees, as well, as obtain their commitment for reforms in the region.

On Sept. 12, a simultaneous provincial public forum will be conducted in the five provinces of the region, namely: Maguindanao, Lanao del Sur, Sulu, Tawi-tawi, and Basilan.

In a related development, the ARMM Screening Committee has called on all nominees who did not submit personal application to submit a written confirmation accepting their nomination and indicating their willingness to be appointed should they be included in the shortlist to be submitted to President Benigno S. Aquino III.

As of press time, there are now 26 applicants and 48 nominees for the post of ARMM Governor, nine applicants and 28 nominees for Vice-Governor and 115 applicants and 249 nominees for the members of the Regional Legislative Assembly (RLA).

The President will be appointing OICs for regional governor, regional vice governor, and 24 members of the RLA, with six members, each, for Maguindanao, Lanao del Sur and Sulu, and three members, each, for Basilan and Tawi-tawi.
